Aggregate Expenditure Limit and What it means for AZ schools?

What is the Aggregate Expenditure Limit (AEL)? It is a Constitutional Amendment that was passed by Arizona voters in 1980 which created a spending limitation for school districts based on the aggregate expenditure of all districts. This limitation excludes charter schools and only applies to district public schools.

According to aea.org the legislature needs to act on AEL by March 1, 2022 or school districts will need to cut their current school budgets (15.26%) starting April 1, 2022.  The impact that this loss of funding can effect are:

  • Maintenance and Operations
  • District Additional Assistance
  • Desegregation Funding
  • Classroom Site Fund
  • Results Based Funding
  • School Facilities
  • Transportation Funding

With the current state of education; abandoned positions, students and staff quarantines, hundreds of non certified positions unfilled, this loss of funding could be catastrophic for public education.

There is a glimmer of hope.  The legislation has chosen to override the AEL in the past in 2002 and 2008.  May the current legislation follow a similar path and pass a resolution to override the AEL with a 2/3 majority vote in both the house and the senate.

Please take action;  HERE is the next step.
